Cutting Transactions in Half to Resolve Bitcoin Network Congestion

A new soft fork proposal is suppose to make batching transactions much easier. Batching is the act of combining multi-tx into one tx. In some ways it can even help scale the use for LN channel creations.

Most of the coding is done but review is needed.
