I have nothing but shock and disgust. Why does he even need an ICO for that? ICO are mostly dead in 2018. Private icos that are basically IPO that use tokens are the only thing remaining! ICO are also not that loyal to the original chain. More than 20 of Eth top tokens will be leaving its blockchain....
Roger Ver might be trying to recreate the ICO mania that grew Eth-that has since fallen and is quickly dropping.
Maybe he need more funds? He did spend money on BCH that has not done him well.
