Focusing mainly on inner city areas, this cuts out those poor rural communities that could really take advantage of the grant funds.

I'd imagine it has to do with efficiency. Surely, they don't have unlimited resources and it'd be most effective to allocate them in a way that delivers maximum impact. Probably too complicated to organize and time-consuming to reach all the rural communities, versus focusing where there is greater population density.

But then again, how much detail do you actually know about their operations? Where did you read/hear this is how they're operating, and are you sure it's 100% accurate?
