I have seen situations where less intelligent people perform better than the intelligent ones in the university; because of that, I stand on the side that disagrees with the saying that exams are a test of intelligence. I see exams as a tool that could help one know themselves better, but not as something that is used to test a person's potential. As you have mentioned, applied knowledge is what is referred to as intelligence.
