The government franchises will simply aim their military might at the other country's citizens as a mutual agreement. Government is a monolith with many franchises, as Max himself has mentioned. Government pits one franchise's military might against the proles ruled by another franchise. It calls this "war" but it is simply managing the proles in order to maintain the goal: the continued existence of Government. The government goal is continuity of government. The government even has "apocalypse proof" shelters in case the government needs to end the proles en masse, so that government will continue even if there are only very few proles left.
