They need to push people over the edge so they can justify exterminating those people, and i would say this will piss of more people, rinse and repeat until you are only left with people that will kill their family members for you for wrongthink. Covid has long been quite clearly merely a method to achieve extermination of wrongthinkers. Create a few terrorists and kill the rest. Then kill the people sympathetic to them. Then people sympathetic to the people sympathetic to them. Rinse and repeat, each time pissing off another section of the so far obedient until you are left with just the most obedient.
