I liked the old days on XMR reddit where project funding was just opened and filled by the stakeholders within hours (with individual contributions) when they thought it was a good idea.

This required projects to detail the requirements for each goal and how the project would benefit from it. But also created a sense that everyone was at least partly responsible to the chains success.

As an experiment - I would be curious by this method which goals would be funded.

The subscription method (pay to use) also makes sense to cover expenses
