Oil sands production levels are set 5+ years in advance. Since Trudeau has advisors in all things, when he took office I'm sure someone told that Alberta would reach pipeline capacity in 2018. He knew that if a pipeline weren't done by then there would be an economic crisis in Alberta. There were two set to be done by then: Northern Gateway and Energy East, and he killed them both.
In my books, knowingly causing an economic crisis in a province is direct hostility.
