Thanks for your opinion, I think (1) refers to centralization because people who say decentralization doesn't exist will often say their opinion will be silenced by the people in power, but it doesn't.

I like what you said here: "When someone speaks about no decentralisation, they are usually voicing their letdown from too many people sharing a common view (opposite to their own) rather than conspiring."

Do you think they maybe confuse centralization with community power and sharing common views?
