In Norway we have 60 minute classes and I still don't feel like it's enough. Time is always a restraint no matter how well we plan something. We don't have those 11 things that you mention but there are some guidelines we "have" to follow. Like, students should have a goal for the lesson, preferable visible, as to what they're gonna learn this lesson but that's pretty much it. Apart from that we're free to do as we want and that keeps it refreshing.
