then congressionally apportioned to secret black budget programs that promote genocide and economic terrorism a/k/a "foreign policy".

BTW, Did you know it only costs the FRB Two Cents to print a note? That's right, whether 100 dollar bill or 1 dollar bill, it costs them mere pennies. Which is then charged at full face value plus interest to your good old uncle sam... And we all know how uncle sam likes to pay it forward don't we???
