The black market represents about 28% of Taiwan's GDP. That is quite a large figure compares to the already high 14% as seen in China.
This is something that nation has struggled to battle with as it moves into a domestic consumption driven economy as taxing these vendors have been a real challenge. At the same time, discouraging them from doing their family business can have undesirable impact.
