Valka and Woodcutter Imp should be the highest I think; Winter's Bounty isn't that great as it doesn't help you get board back. Orfeo is definitely the worst Legendary. All those statements are supported by the card Win Rates in Mythic. Interestingly Merry Kadmos had the 3rd highest WR, I'm guessing used in Control Light?
