Yes, that's the message, but not directly. With the "code red" nonsense where I live, they are bringing in a lockdown again, but calling it measures or restrictions instead.
There is a radio add passing where they say something like "more measures have been put in place to prevent a lockdown". They are playing word games, expecting people to not be smart enough to know what's going on.
The lockdown we saw before was the same as the "non-lockdown" measures.
No one is allowed to have people in their home that don't already live there. You gatherings with friends or family. No visitors, or no visitors unless necessary, like care workers, or plumbers, and only 1 at a time. That's exactly as it was during the lockdown.
Restaurants can only do delivery/take out. No one can go sit inside a restaurant. That's exactly as it was during the lockdown.
It's just dumb that they want to call it not a lockdown. I guess they didn't prevent more people from going to work like they did previously. So it's not as harsh a lockdown, but it's still a lockdown.
There are still the stupid laws they made up to force people to wear masks going inside a building. Stupid yes, because all decades of studies on masks show there is no significant effect in preventing infections of the flu, and the coronavirus is smaller.

Those who ignore the actual science want to belief things work despite the actual science saying they don't work. They are actually going against the science with wishful thinking. Then they want to claim that those who don't believe their anti-science position that contradicts the actual science are the anti-science people. It's retarded.
Better just listen to the WHO and other experts who push agendas rather than science. Ignore the real data in the real world and actual studies, because you want to believe masks, lockdowns, and oppressing people is going to save lives. Ignore the damage that is causing for wearing health-damaging masks, and economic, psychological and life crushing lockdowns that don't actual save lives from the virus.
