Everyone wanted number 21, but since that was impractical, number 21 was assigned number 19 and number 21 who wouldn't surrender to anything but 21 was assigned number 21A. Number 21 on the other hand was most convincing and was assigned 21. He will probably run for mayor next year. No-one liked number 21 so he was assigned 14 and can be happy he still has a window to crawl into. Number 21, always the modest guy just took number 12. No-one wanted twelve, but he was happy since 12 is 21 in reverse.
Meanwhile number 21 couldn't be bothered and just took 16 as a leftover...
I think everyone is more or less happy, but I couldn't be sure...
