UNIFORM NOTICE TO APPEAR AND COMPLAINT

My name is Paul Howard Tilley. This is my statement of the facts relating to this case.
During the summer of 2016, I used to enjoy going to a City Park located on Main Street, on the corner of 5th Street. I would use the electrical outlets at the park to plug in my laptop and phone. One night, I noticed that the electrical outlets had been blocked so that I could no longer use them.
I went to City Hall the next day to deliver an appeal on another case, and to ask why the power outlets had been blocked. I was informed by Lou Leone, City Administrator, that I was stealing power, and he instructed Marlo Rugg, City Clerk, to call Steve Johnson, Chief of Police. Chief Johnson arrived a few minutes later and wrote me a citation for theft.
Hearing was set for July 22, 2016 at 1000. Richard Befort presiding. I did attend the hearing. Lou Leone swore to tell the truth. Lou Leone testified that I was harassing people. Lou Leone testified that I said I would take whatever I wanted. I made a motion to charge Lou Leone with perjury, and Richard Befort refused to rule on my motion.
There were no signs saying I could not use the power outlets in the park. Lou Leone could not name anyone that I had harassed. I never said I would take whatever I wanted. Steven Johnson wrote a citation for a non-existent violation. Laurell McClellan prosecuted a case for a non-existent violation. Richard Befort dismissed the case against me because there was no statute or ordinance saying I could not use the power outlets in the park. I have it all on audio.
I sent Claims For Damages to Lou Leone, Steven Johnson, Laurell McClellan, City of Kiowa, and State of Kansas. I reported this incident to Gaten Wood, County Attorney for the County of Barber, and he told me he could do nothing until it was investigated by the police.
I sent a Claim For Damages to Gaten Wood. I did report the incident to Nate Houston and another officer, who I believe to be Travis Peterson, a few months ago. They told me that they would come to see me the next day withe the proper forms I needed to fill out for the investigation to begin. They did not come to see me. I have had no contact with Nate Houston or Travis Peterson since that night.
