The Executioner Troopers were heavily advertised before the film, having it's one action figure, costume and other things, however they barely got any screen time at all. I think that this was a little bit of a shame since they looked so cool.
The Executioner Trooper, or rather the assignment of the Executioner Trooper, was one of the main ways that the First Order dealt with disloyalty, even dealing with some "traitors" in their own ranks.
To ensure the anonymity of these troopers they are equipped with special, hight-tech armor that does not broadcast their serial number like normal armor would. Normal armor would tell fellow stormtroopers your serial number as to help them identify you.
However, your commanding officer would be high ranking enough to be granted access to knowing your serial number even when wearing the executioner trooper armor.
I actual had no idea while watching the Last Jedi, but the executioner troopers were actual just normal stormtroopers whose turn it was to fulfill the role. I thought they were a specific stormtrooper variant, but it makes since as training a stormtrooper to take a laser axe and hit someone with it would be a waste of time.
