A familiar of mine was ceo of one of the portuguese exchanges, that basically had to stop almost all activity because they couldn't have clearance... because it was made impossible by the government to get it in due time! So I wonder if you have similar scenario there. Given that, and pertaining to hive, maybe dexes are a good way to circumvent the problems you're facing, as an intermediate step?
