Two people were playing badminton at the time of the attack and were taken to hospital in serious condition.
"This was a real tragedy," Mr Clark told media inside the venue.
"We're all really lucky that no one else will be in this situation as it puts people at risk."
The venue's manager said the venue was evacuated after first responders received reports of an active shooter.
