First of all, in my own opinion, I think jealousy has two aspects; the feeling and the actions. It is very normal for anyone to feel jealous, but what makes the difference is what they do due to that jealousy. I'll explain.

Let me use the very common example, a romantic relationship between two people. When two people are in love with each other, they tend to want eachother all to themselves, and anyone that puts up the tiniest challenge to that togetherness is viewed either as a threat or necessary evil. A child for example. A child always want constant attention from their parent(s) which reduces the time that parent has for their partner, so the child is a 'necessary evil'. Now when another adult, preferably the opposite gender from their partner, is getting the attention, it becomes a different story. Especially when the adult is not a family member of the partner. That person becomes a potential threat. Now it all depends on what the other person decides to do with the information they are getting.

When the jealousy is just a feeling, they simply talk to their partner about it, and due to the value and respect they both have for the relationship, adjustments and assurances will be made. With this, the jealousy is from a place of love. But if the other person let's it graduate to the point where they want to act on their jealousy, that when their emotional security becomes questionable. Because at the end of the day whatever they do will definitely affect their partner, which will in turn affect the relationship. In most cases it doesn't end well.

Let me use a different example. Say you work hard for something in your office and you have a friend that works in a different place, but keeps getting the result you desire and you don't. At first it will start as frustration, but gradually it might lead to jealousy or envy. You having that feeling simply means you really want to get that result for some reason, even if it selfish. But that is self love. Because you know how much yourself esteem will improve. But when you start hating that friend because they are getting the result that you so desire, that is when insecurity steps in. Because that person's success wasn't happening so that your will stop. You are in different firms in the first place.

So yes, the feeling of jealousy is from a place of love, and is proof that you really want someone or something. But if left unchecked, it definitely will be controlling.
