The following is my little Oberland Station build. My internet has been spotty lately, so I have just been building up settlements in the game and figured I would save those for when my internet does work. If you have looked at any of my other building projects in Fallout 4, you will notice that I favor building large structures with open floor plans. That is not how I would choose to build as I would much prefer having rooms for different functions. It has been my experience however that the moor obstacles you present for NPC's, the more difficult it is for them to do anything as they get stuck on walls, doorways and stairs that rise higher than one level. It has been my experience that with the big, open floor plans the settlers look more natural as they can navigate an uncomplicated floor plan. If I know that I will not have many settlers in a place I am building, I tend to make a more complex build and as a general rule that means twenty or less settlers. On big plots like Sanctuary and Spectacle Island, I prefer to build many buildings and that works out fine as NPC's seem to cope with the broader environment just fine. Most settlement locations like this one are challenging in that you don't have a lot of land to build on, so you end up helping the settlers by giving them something they can navigate.
