When will BTC rise again?

Past halving cycles would indicate a break out sometime this year. If that was not enough then the rising market cap should work to put upward pressure on BTC's price. If that is still not enough then how about all the positive regulations, around crypto, from governments around the world? My non-financial advice is that BTC will rocket over the summer.
