[Utopian-IO] Allow Users To Favorite Posts

Issue

It would be useful for users to be able to add posts to a "favorites" or "to-do" list.

Summary

When I am looking through posts on Utopian, I often see several Idea/Feature/Suggestion posts that I would like to work on, but simply do not have the chance right then. I believe it would be useful to add the ability for users to select their favorites, or even to add posts to a "to-do" list. When a post is added to a "to-do" list, there should be some frontend representation showing users that have favorited or saved the post for later.
