I think it's a mixture of both. They are both moron and their intentions are nefarious. A perfect example of the people at the top of the hive community. Is imagine a business person who is willing to dump toxic waste in your backyard to save a $10k dumping fee.

From a business perspective it would make sense because he saves the $10k to some degree. The reason it's still a stupid idea is that the cost benefit is far below the maximum efficient and productive outcome.
