There is a lot of awareness and push back against it and I think they're realising it will be hard to do it with consent. Therefore I believe it will move forward without consent or us even realising. You'll have cameras going into places like this (for our safety of course) and they'll get the biometric data from that and match it to patients without them even knowing. It might be in some small print in a "privacy" document somewhere that this is what they will do and as long as you don't formally disagree to it you're deemed to be agreeing to it, but they won't even announce such a document, so few will know to even ask for it. This is basically the approach they've been taking in Australia. It turns out that we've had our driver's licenses on biometric databases for years in some states and didn't even know it. All documents that give "proof" you own your house are now stored digitally and you can't get it as a true document any more. These measures were all taken without any public announcement, so you don't even know about it until you need to do something with it. These things are being done state by state because the universal human rights agreement Australia signed up to only applies to the federal government, not state governments (a convenient get out clause).
