Bullying will never end. There are a small amount of people who are bullies. They have children, and they bully their children. These children then act like bullies. Then the bad part happens - Mob Rule.
Weak minded non-bullies follow along with the Bullies. This is where the issues begin. This is on what all of these tragic moments are based: Bullies combined with the Weak Minded. Teach the kids not to be Weak Minded and a large portion of the problem will be defeated - but still not all.
Weird thing about bullying, is that when you stand up to it, they back down. A kid in high school, who had a rep for being bad-ass, confronted me in a locker room, and said that someone mentioned that I called him a derogatory racial name. (I never did, but some punk thought it might be funny to start something.) When he kept pushing the issue, I shoved him over a concrete bench and into his own open locker. I mentioned to him that I never called him that, and walked away. He never bothered me again.
