Really quickly, a downvote on Steem causes material harm, period. This is unique to Steem, and it changes the psychological impact of this feature on the person using the downvote, and the person getting downvoted.
The vast majority of people are NOT assholes. They are not looking for a place to harm people. They are not interested in harming people. They are not interested in "cleaning up" a service they use.
They want to have fun and be entertained. They are not interested in fighting or drama. If they are getting downvoted(harmed) they will just remove themselves from the situation.
If you disagree with me, let's just keep an eye on the data. People's opinions, mine included are not what should drive feature changes and adjustments. Data and analytics should. Thanks
