as the high water comes, the state and local authorities mobilize fire-fighters, police, army, territorial defense etc - lots of people and equipment to help. But when the high water subsides, frequently the local communities are left alone to clean their towns and people with their houses. They will of course get financial help, insurance will pay, but it takes a lot of mental strength to start the cleanup.
