Many people believed Obama wiretapped Donald Trump, including myself. But Obama didn't have to, because Donald Trump was already wiretapped. Evidence was just released to the public that George W. Bush started the surveillance on Donald Trump. All Obama had to do was get fed the information already being gathered.
Donald Trump got himself on the surveillance list when he paid for an article opposing the Iraq war. From then on, he was "wiretapped". Before then Trump played by the rules, when he was upset he would say so behind closed doors or testify to congress. Writing opinions in an article though, where Americans may read it, that was too much for the government.
Now I'm not saying Obama didn't spy on Trump, all I'm saying is that he didn't have to personally request the surveillance, all he had to do was ask for the data to be distributed throughout the appointees. Which he did with his modifications to EO 12333 before leaving office.
