Ofcourse, there are sites for reporting scams that are taking place on the Bitcoin Network. The idea is that once addresses that are engaged in scams are reported with proofs, they become targets of Exchanges, law enforcement agencies, etc.
The nice thing about this is that anyone can participate, not sure about all the sites though.
I think something as basic as this should be copied by Hive.
