Greed or Unaware?

I'm in a small city on the Australian NSW South Coast. A few years ago the Council installed parking machines in the CBD which resulted in my street to be packed with parked cars before 9am. Interesting to watch at breakfast time the cars playing a vehicular version of Tetris.

Also at this time our Council added parking rangers that patrol the streets in tiny cars or on foot. The Council also painted yellow clearway lines on the corners of intersections. The 'Tetris' in the morning causes many desperate parkers to park in these lines and when they return to their vehicles later, there is a whopping $250 fine on the windshield for parking on the line.

My concern is there is no signage to warn drivers of this and I wonder if the Council is deliberately trying to catch people unaware or just doesn't know about lack of signs. The vigilante in me wants to ask for a sign to 'save' people the frustration but the normal person knows that they won't stating lack of funding, is 'under advisement' or some such brush off.

What to do?
