Today I came across this YouTube link for the live broadcast (in a couple of hours):
Basically Swarm City is the rebranded token economy system previously known as Arcade City. It started up as a way to participate in Ride-Sharing when the local jurisdiction banned Uber.
Since then this decentralized platform has evolved into any use case that would benefit from trustless/escrow based transactions. It runs on the Ethereum block chain, and has a token called SWT. There is also some way to track reputation which will also be stored on the block chain. Tonight they are launching their Boardwalk release - it should be very interesting and I am looking forward to seeing what hashtags emerge. Hashtags are essentially trending transaction opportunities and are shown to the user based on location.
