Where I live, humans are differentiated and treated in half a dozens different categories/caste, based on what their ancestors used to do hundreds of years ago.
It's quite ridiculous. I don't want to point out but if you are born here in one particular category, you are born with pride, born to do great and spectacular things.
However, if you are born into lower category, most people will behave with you like you are lower than humans. This category people are usually not invited to parties/dinner. And most of the times they spend their lives working the lowest jobs with lowest pays.
Just a decade ago, opportunities depend on what family and category you were born in.
Now, there are strict laws in place. To provide opportunity to needy ones and to punish people who behave in an inhumane way.
But subtle differentiation always happen.
But when you travel to a different part of the country, like I lived in south for a few months, anyone from north is looked like a brother. Considered almost same level mostly.
A lot of my friends who live overseas, mostly don't think much about caste. Anyone from India is one of their own.
I think the differences fade when you are in minority.
Like a black and white person might differentiate between one another in USA. But when two Americans meet in Asia, they feel like they belong to the same place, irrespective of what color they are of.
Maybe, once we figure out how to live on Mars, we all will start looking at each other as we are from the same planet. same species.
BTW, I appreciate that you looked at other reasons than where you are from to rationalize landlords behavior.
I am sure that there might be other reasons too. But in the back of their head, there could be a chance that they want to rent their house to someone who looks like them, speaks like them.
Anyways, we just have to focus on the good, and push for a better behavior. And that's what you are doing with your cross culture initiative.
