That could be. The reviews that I read didn't say that specifically but I wouldn't doubt it. Most people seemed to share my criticism of it being very repetitive and spending a lot of time with one group of characters.
The book did have viewpoints and allegorical criticism towards both sides of the politics spectrum as well.
