Will Hardfork 21 Fix steem dropping ?

Every alt coin dropped hard due to bitmax margin trading but steem drop hard worst ever compare to other blockchain , look at xrp steem price was higher then Xrp but now Xrp price still good compare to Steem .
I think Hardfork 21 not enough to fix steem drop and bears steem team should cut supply of steem and burn some shit coins so that market gain up
