What Behind The Scene Looks Like:

Caseworker: Hello Sir Supervisor, we just removed a young child but I fear we would lose the case if we go to court, nothing strongly "fact-able"

Supervisor: Stall them a bit longer and go back to gather evidence that we can at least use. I don't care HOW YOU make that possible.

Caseworker: So, I shouldn't file the petition yet?, we have only two days to file it in accordance to the law Sir.

Supervisor : Come on, you know the drill!. Go do your job and stall them till you get something solid we can anchor our "neglect case" on!.

Caseworker: But Sir, you know that
Supervisor: You know the Drill!!!.

A typical strategy CPS employs when they have a weak or "not so ideal" case is to delay going to the court. When parents tell me of a delay, the first thing that comes to my mind is a 'weak case'. When CPS think they would lose a case, they initiate other alternatives and route their effort to other means of acquiring their so-called "evidence", loosely fabricated or not. This delay is not only rampant during the shelter hearing, it is sometimes very rampant before the jurisdictional hearing if CPS was unable to get temporary custody at the shelter hearing, or barely escaped with custody.

Don't be the trusting type, be alert and don't even blink for a second when dealing with the Child Predatory Service (CPS). This isn't said to scare you, this is said to keep you prepared for all their numerous tactics. Do not act like a baby knowing not his rights.

To investigate [inquire into] is the way to know what things are truly lawful.
The origin of a thing ought to be inquired into.
The laws serve the vigilant, not those who sleep upon their rights.
Relief is not given to such as sleep on their rights.
