Okay, here is the Congressional plan for the EPA next year. It looks like EPA funding is only going to be cut by $150 million. It is a far cry from the $3.8 billion cut that was proposed by President Trump. I wonder if the citizenry knows how negotiation works, there is a give and take. Deregulation is supposed to lead to fund allocation somewhere else, but it didn't in this case. Democrats should view this as a victory because the funding is still in place to do critical services that are still being regulated. Personally I would of liked to see more money being allocated for fighting forest fires than the $3.8 billion allocated but that's being picky.
Ultimately what you have here is the product of negotiation. The Trump Administration wanted deregulation and they got it at the dismay of liberals everywhere. Democrats fought tooth and nail to keep every dollar they can in the EPA and it looks like this year anyway they will. Both sides won a victory for its constituents which in of itself seemed impossible six months ago.
The biggest winner in all of this is the American people. Funding remains essentially the same for causes that many liberals care about. Ask the people of Flint how important clean water is. Trump gets rid of the carbon caps on a federal level so that utility companies can still deliver energy as cheap as possible. I don't know about you but I don't want higher electric or heating bills. This alone is comparable to a tax cut for the middle class and the poor who are living paycheck to paycheck. It is a savings they can see every month. Unless of course the particular state they live in steps in and passes state regulations to fill in the gaps that federal policy leaves behind. That is perfectly within their rights to do so and it gives people a choice in which kind of state they want to live in. Isn't that what America is all about, choice?
