I wanted to continue on this idea of the factions of Jex and tell a bit of the history surrounding some of the criminal organisations present in the stories. I like being able to go back to discover where these groups came from, and how they became what they are now.
The Head Hunters
After the war settled down between The Nova Boys and The Payne Way, resulting in the disbanding of The Payne Way due to the loss of the majority of their members. The idea of criminal organisations centred around Speeder Groups became a prospect many saw as a viable option and a way to make good money, regardless of the negative attention a lot of these groups started to get in the eyes of law enforcement on Jex.
The Head Hunters were a group that seemed to come out of nowhere; crashing on the scene and leaving ripples of fear due to their destructive and brutal nature.
A Gnosian called Bima lead this group, which predominantly consisted of Gnosians and Triskens. Straight away, they dealt in the sale of narcotics, but their most lucrative criminal activity was assassination. There was no subtlety in their methods, however. Instead, they would open fire in high-speed chases through populated areas. Because of their methods, they gained much infamy and soon were target number 1 in the eyes of law enforcement. This didn't phase them though, because after a short space of time, their numbers swelled and they even lead an assault against the headquarters of an agency that housed a branch of law enforcers who dealt solely in gangs.
The Head Hunters gained a lot of notoriety during the assault, especially since it was successful and many smaller gangs were taken over by this group. Due to their fearless onslaughts, there were no forces that could stand against them until the Jex military got involved and began operations with the intention of taking them down.
Operation: Head Hunt
The military carried out many small attacks, in an attempt to goad the group into assaulting a military outpost away from the city centre. After clearing many of The Head Hunter's smaller bases, Bima started to feel cornered, and in true Gnosian fashion, he lost it and commanded the attack on the outpost.
The military had an ambush waiting for his forces, and while the ambush was a success on the military's part, they never got Bima or any of his high-ranking members. It turned out that Bima chose to send many of what he referred to as "Dregs" to attack the outpost, instead of his close members.
In the attack, their numbers were culled to the point that they didn't pose as large a threat as they had before, but in carrying out this attack the military sustained many casualties, and the loss of a lot of military equipment, namely ships.
The Confederation Invasion
Soon after this battle, The Confederation assaulted Jex. All resources were pooled into defending their world from the invaders, leaving the Speeder Gangs low on the list of priorities.
There was, however, a small group who went against their orders in an attempt to hunt down Bima, while the war was waging. They were unsuccessful in their attempt to kill the Gnosian, but, they did manage to injure him to the point of needing an oxygen tank.
Post-War
Many of the criminal groups went into hiding during the conflict, only to re-emerge as some of the strongest organisations on the planet.
Bima was one to remerge as, Big Bima, and he set up his base of operation in the West of Jex, which lay on the border of what is now known as The Dead Zone; a mass of twisted steel and destroyed buildings. The West is still highly dilapidated and is what used to be an industrial zone. By the time the reconstruction efforts made it to the west, teams were extorted by Big Bimas group, and due to this, the rebuilding of that portion of the city never commenced fully.
Big Bima still operates out of the west of Jex and leads his people with an iron fist. His organisation is above nothing and will carry out anything that has the potential of making money. Their biggest money maker currently, is extortion of smaller gangs and groups in the area.
Peacekeepers
During the war, not all Speeder Groups went into hiding, some decided to join the fight to defend their home world, The Nova Boys were one such group, and they did so effectively. As the dust settled post-war, there was nothing in the way of law enforcement left, so the government decided to approach The Nova Boys, and offer them a chance to leave the criminal world and become law enforcers.
They accepted this deal, even though many in their ranks opted against it. This differing of opinions caused a split, and 3 members went on to form a group known as The High Flyers, who operated out of the old Nova Boys base, now in the heart of The Dead Zone.
While there, The High Flyers rebuilt and started recruiting members. Many were left now with no prospects, so the idea of joining a criminal group that promised not only protection from other gangs but also a chance to make good money seemed like the best - and in some cases - only option.
High Flyers
Within a few years, their organisation grew, and they started becoming a lot more active in the heart of the now-reconstructed city centre of Jex, which was under the protection of The Peacekeepers.
A bitter rivalry took hold of members on each side, and while The Peacekeepers were focused on law enforcement, some of the members would forget themselves when confronted with High Flyers.
This led to high-speed firefights in the heart of the city, and in the wake of these fights, many civilians would lose their lives. After years of this conflict between these two factions, Jex has become a semi-lawless place, where the law enforcement of the city is little more than a speeder gang with the authority to do as they please.
