What a calamity. To be without power is one thing, but given various reasons including "not my jurisdiction" is totally unacceptable especially when you think of why is the truck in the neighborhood in the first place if it is not that person's jurisdiction.
It would seem to me that the person in charge is wasting time being out of jurisdiction that he's needed in. One excuse after another. But they take your money to pay for the service, don't they?
Thanks for sharing this story. I've heard others say the same. A sad and miserable situation for all residents concerned with no solution in sight.
