Dorothy is in the perfect position on the neighborhood watch to be the subdivision gossip. While I doubt she came forward of her own volition, I feel it was her husband who urged her to speak with Beverly since he was too docile to do so. I feel for him because the situation with Preston caused him heart problems. He was probably thinking about his health.

Anyway, you're right about Beverly's plan crossing it's T's and dotting it's I's. But I feel a ton of effort behind the scene molded this plan so far.
