SBI holders involved in any abuse case should lose their SBI units permanently

We have an abuse-reports channel in our Discord where anybody can report abusive content with SBI votes. Any account with a pattern of abuse is blacklisted (effectively losing the benefit of their SBI units, permanently) Our refund policy proscribes profiting from abuse, removing upvotes delivered from their potential refund.

These are not changes made since HF23, though. We have been responsible in policing abuse, responding to reports, and proactively following steemcleaners@steemcleaners (now hivewatchers@hivewatchers) and buildawhale@buildawhale blacklists for as long as we have been automated.

Just because the rest of the community (bid-bot owners like mmmmkkkk311@mmmmkkkk311 and others) didn't get a conscience until HF21 doesn't mean we lost ours when it happened. We have always been aware of the potential for abuse, and our abuse policy is right in the FAQ.

buying SBI units to receive upvotes from steembasicincome and increase their Reputation

Issues like actifit posts and boosting reputation using our votes are not inherently abusive. We would have to review on a case-by-case basis.
I do consider actifit@actifit posts with no added content (step-counts only, etc) to be abusive and I have given warnings or blacklisted accounts that aren't posting real content.
There are other apps (like drugwars@drugwars) that we blacklisted and skipped all posts with their tags.

following the Curangel or OCD downvote trails

We don't follow abuse trails because it offloads the responsibility of deciding what is abusive to others. Why would you blindly follow somebody whose values might be different than yours? Why would you blindly follow somebody that has not clearly enunciated what their values are? Or performed a 180-degree turn when the community turned against them?

What can you do against it?

The last abuse report we received was three weeks ago (and the account was blacklisted, even though it belonged to a former SBI Discord moderator). Before that, we get maybe one report per month.

If Hive SBI votes on so much abusive content, where are the abuse reports? Why complain about what we upvote and not report actual cases of abuse?

You don't have to be an SBI member to report abuse. If you see abuse with SBI votes, report it.

It's a crowd-sourced curation initiative. We know there is more incentive to sponsor others for curation than there is to report abuse; that's why we automatically follow blacklists.

But we can't manually check every piece of content that is upvoted. SBI has delivered more than 1 million upvotes! Our admin team is a small group of volunteers. None of us are privately wealthy.

I don't know what the status of INCOME tokens are. ecoinstant@ecoinstant lives in a country with lots of issues due to coronavirus, and I haven't seen him online a lot recently. He was very excited about Hive though, so I'm guessing he's planning something. I'm not a partner in that project, though.
