An excellent observation, Arthur. I also liked the apparent meandering style of narration and often indulge in it as well because it's not all about plot and the pace of the story. Maeve Binchy's novels are a good example of this dreamy mode of narration that's unhurried and more concerned with character revealtion and development or exploring the local colour of Irish life. The only caveat I would give is that if you are electing to emphasize setting or character make sure you do a thorough job once you've committed to doing it and don't end up muddled trying to keep too many balls in the air.
