OK.
Not a topic that many want to tackle, as it seems (which was made rather clear from day one) that HF21 (as presented to us) was a "done deal".
At least it did feel that way for the large number of us who were interested in knowing anything about it.

Now, when asking witnesses about all this, there seems to be a misconception that ALL witnesses actually have a means to partake in the decision making process of "what goes and what not".
Sure, everyone is able to express their views and even opinions on topics, one way or another, but not all witnesses make the decisions.
It almost feels like some people don't understand that we have a governance model for Steem which is all encompassing and dependent on direct votes by all Steemians (stake holders).
What I mean by all encompassing is that our governance decides upon ALL topics including but not limited to:
Business planning,
&
Economics.
As can be seen in this HF21.
There is definitely no denying it any more, as some have consistently tried to do in the past.
This HF21 has definitely debunked any of the BS out there that states anything that differs to this FACT.
Now, as for the HF and updating servers to it.
Sure, once the top20, our Governance (voted in government, our voted in decision makers) update their servers, so too shall most if not all of the witnesses who are not in the top20.
It is only logical.
There really is no choice in the matter, sooner or later all servers must be updated to include the changes of the HF (21).
It can be held off for a while, for as long as the server is taking care of the blocks that it has to the server doesn't have to be updated.
What makes it hard to tackle this topic is the fact that HF21 includes a lot of little changes along side those that have been in rather interesting and sometimes heated up discussions.
So it is not possible to accept some of the suggested changes without accepting ALL of them.
Again, this is something that is defined by our voted in governance.
Why am I writing about this?
Well, from what I see and read out there, many Steemians don't seem to understand the governance of Steem and that each Steemian (stake holder) is a voter and each vote counts towards naming the governance (government) of Steem.
Many do.
Yet many more obviously do not and this post is written in such a way to evoke some interest in it.
I would hope that some people try to get informed about witnesses and voting for witnesses, all in the hope that the "popularity contests" end and that we start accepting that Steem as such is a business endeavour in every which way we look at it. It is in fact "an economy" which we are all a part of. Not just a "blogging platform" as many seem to see it as.
