This is so true. I think a bigger part is being played by the politicians in this regards. The temples should be independent bodies and not controlled by any single entity.
And a good way of having the fund utilised properly is a monthly audit in front of all the village. This was a practice from a temple in my hometown I have seen these since childhood and even not it's continuing. Last Sunday evening of the month after the Aarti. The temple committee would plan the utilisation of the funds collected, be it buying new items for the temple for general public, like street lamp and helping the needs of someone who is in very difficult situation.
