That's just crazy. I know few people too who want to "educate" those who act like they own the roads and break the rules and that's just really foolish. Why would anyone think that someone who doesn't care about the traffic law would learn something from a fellow driver who acts badly back or tries to prevent them from driving past or something? The only way is to change the general attitude and make the government do what they are supposed to do, govern, supervise and fine those who do not obey the rules.
