I totally agree with you on intelligent earthquake architecture - very important point indeed! As for these electromagnetic precursors, they are of extreme interest in forecasting quakes and other major disasters like quakes/hurricanes and volcanoes. All of these events are effected by low level radiation and electromagnetic activity that we need to understand further... great strides are being made!
