Apart from "evacuate" the earthquake precursors would do exactly what? We need people teaching them to build earthships etc that can withstand quakes, rather than spending gerzillions on measuring earthquake precursors while they continue to build flimsy concrete houses of cards which crumble and kill.

I do wonder about all of this.
