We don't have a 300-word rule/scope. There was some advice about minimum word count on Steemit.
The abuser was reposting the same text hundreds of times without adding a single new word. It was accompanied by recycled photos (previously used) or slight variations of photographs of the same objects (multiples photos were taken of the same objects from a different angle and then spread out into multiple posts, etc).
