I don't really like "voting groups" either, but asapers was different. We focused on newcomers that often was overlooked or ignored. Our goal was to reward the lesser accounts when others chose not to. And I think that is the reason for us to be successful. We couldn't do much in terms of rewards & money due to the low amounts of Steem Power we had in total, but we could encourage and motivate users despite the lack of SP.

The main reason for the project to die was basically the lack of time & commitment. Our small group couldn't continue to spend that much time it required and we couldn't get others on board either, who wanted to be involved in the project. It was unfortunate, but it had to be done eventually.
