We have non essential plumbing that should be done by now. We live in the basement suite of our landlord's house in Vancouver. We use the landlord's own washing machine and dryer a few times per week. It's in a utility room on the other side of a locked door. The landlord opens the door for us to wash and dry clothes some evenings each week. But in our suite since before we moved in, in July 2019 there is a brand new washing machine and dryer ready to be connected and used.
It took months for Vancouver city to come and approve the installation and associated work needed for plumbing, ventilation etc. (Bloody red tape!) But since October the landlord has tried on several occasions to get a plumber to come out to the house but they never showed up until last week a builder showed up to look but did nothing yet.
There are building sites all over Vancouver that probably pay more and give regular hours than doing plumbing at people's homes and because the installation is not essential, (flooding due to burst pipes is obviously more essential) the plumber isn't interested in taking the job!
